One of my kids was 20th percentile in height and she rearfaced until age 6!
My youngest is approaching a year, was around the 90th percentile, outgrew the infant car seat around 9 months and we bought a convertible carseat and she has plenty of room to rearface.
We have used various carseats over the years for extended rearfacing - Evenflo, different Gracos, and Britax.
Also, they can bend their legs or sit cross-legged, but some seats have more leg room than others if you feel it is important.
