I am having such a hard time finding her clothes, I have bought from old navy, target and shein in the past but she needs to wear covering her elbows this year, and those stores don't really have.
I can really only afford max 20 per dress, any suggestions where to look besides totini which has gone up too 
shes really short and skinny

My daughter turning 5 and pretty tall wore a lot of skirts and shirts last summer. Anything with a good elastic waist looked good on her. I get a lot of gemach stuff and hand me downs so cant remember what brands but dont be afraid to do a skirt and shirt also.

You’ll probably have a an easier time finding long sleeves at non Jewish places and then you can give them in to alter.

Tottini has 3/4 sleeves.
If you want from non jewish stores, you'd need a shell underneath the dress.
