2 lbs total (2 of the 16 oz bags shredded cabbage).
I agree, it's written in a confusing way. Usually it would say
2 (16 ounce) bags shredded cabbage

This ambiguity proves that the person who wrote the recipe is not a professional, be she ever so popular and successful in the frum culinary camp. It's the fine details like this that separate the professional from the amateur.
A pro--or a savvy amateur--would have written "two eight ounce bags" or "two one-pound bags." Simple, not open to misinterpretation, and not rocket science, either. And this is why I hate "organizational" cookbooks.

When I made a cabbage kugel in a 9 inch round pan (this recipe calls for 2 small such pans or 1 9x13 pan), I used one 16 oz bag of sautéed cabbage, and 2 tbsp sugar.
