A stroller. I so wish I'd bought one really good, long living one with my first. It would have been cheaper than the succession of annoying, c**p strollers I've bought all added together.

something for yourself, because a mom has to take care of herself to take care of her family. Honestly I rarely do that, I tend to spend it on things for the family.
Like detergent, etc.

you bought a quality sheitel macher? where can one obtain one of those
I personally believe that cell phones headpieces should be abolished. I always think people are talking to themselves. or me. not sure which is worse.
to add to my list:
facial tissues.
kitchen towels (I no longer buy paper towels)
board books (the cheap ones from amazing savings. those things can be expensive...)
sponges/scrubbies
notebooks (I constantly write lists)

Well, I hope you spend money on food. though a good way to keep your budget low would be to cut back on the people in your home, and starvation can do that....

yes, well...
I honestly can't think of anything that's not a necessity. I don't spend money on me... unless it's a necessity, of course.

Quality shoes for the kids.
The cheap ones don't have the same fit and support and end up costing the same, if not more as they have to be replaced often.
And of course, a laptop and DSL service

The good plastic tablecothes, they are so much nicer than the cheap, wrinkled ones.

I don't use plastic tablecloths, I have a washing machine. And I don't like plastics anyway. I also do not use plastic plates etc much, think they are such a waste of money. I do use some plastic cutlery for the kids Shabbos afternoon when everything is dirty, or plastic cups when we go out - take a big bottle of juice and some plastic cups, instead of buying drinks when we are out, but that's it.
Fruit are quite expensive, but necessary, and dried fruit even more, but it's the easiest way to get iron into my kids, which they need.
