I make mine on the stovetop & it comes out super soft & delicious:
6 slices minute steak
2 T. oil
1 onion, sliced
1/2 cup brown sugar
1/2 cup vinegar
1/2 cup water
1/2 cup ketchup
Heat oil. Add onions and meat and brown for 15-20 minutes.
Add the remaining ingredients and let simmer for 2-3 hours, covered, until meat is very soft. Add more water if necessary.

I would assume bake because baking you could put it on a low flame and have it cook long, but with broiling you can't do that. I don't know how long or what temp in the oven, I've only done it on the stove.

I'm glad you like it! I've never tried baking it, so I don't know.
