So, this is complicated.
My grandpa was born in 1916 in Berditchev, Russian Empire. We celebrate his birthday January 27th (new style), so I guess that’s January 14th (old style). He doesn’t remember his Hebrew birthday and I don’t know how to look it up. Is there like a chart or table or something? Also, I’m not sure what time of day or evening he was born.

Just google Hebrew English calendar converter. But without a time of day, you can't be sure.

Hebcal.com has a date converter.
Your grandfather's birthday, using the "new" calendar, would be either 22 or 23 Shevat 5676, depending on the time of day.

I wonder if you can get city or hospital records? Do you speak and write Russian?

Weren’t children born at home back then, though? With a doctor coming to your house?

I can't remember! Reach out to the people who run the current Jewish life there. They may be able to give you a contact of someone who has access to birth registries.

You may have some luck with ancestry.com, or one of the others. I think they have a free trial period.
Does he remember any stories told in relation to his birth? That might help to figure out if it was nighttime.
