How difficult is it to turn a dress into a romper for a two year old? Is it something a standard tailoring place would know how to do, or would I need someone with a lot of skill? (Or is it impossible?)

I used my own sense. I just knew what I’m doing. If this person knows how to sew this is not too difficult. I can’t give instructions in writing. I need to have it in my hands

You can just cut through center bottom close off with seams or put snaps. Now that you have two sides/pants you can either taper it so you have narrower at that end of feet or you pull through a rubber on bottom so it gets gathered.
