What do you think would be a reasonable consequence for students who willfully destroyed the elements of a school bulletin board? This includes breaking items that were displayed and tearing and damaging the border and decoration.
The students concerned are all at least 13 years old.

I don't know
But I think that the principal and the parents should all be informed of what happened, because that is completely unacceptable.

Treat them like adults. They are responsible for paying back the value of what they destroyed, or repairing the damage if possible.
