I think I saw there is an elevator - I did wonder. The stairs are absolutely insane.

I think there is a lot or road that drops off at same level as kotel. You don't have to go through rova to get to kotel.

I fell down the steps and got pretty seriously injured. The paramedics told me it happens to lots of tourists. I said after 10 years in E"Y kind of insulting to be called a tourist because of my arthritis which makes me clumsy but yes the steps are a problem if you are coming from the old city .

In terms of being AT the kosel, security has am entrance for wheelchairs and strollers.
To GET TO the kosel, I would recommend a taxi or you could go down the very very steep hill parallel to the Rova (the 39 from Rechavia drops you off at the top).
Also, the buses to the kosel (unless its the 39 from Rechavia) drop you off right in front of the kosel entrance (super simple).
I was there this past summer with a stroller and that's how we usually got there. Sometimes we would carry the stroller down the stairs, but usually not

The one and 1 and 3 bus take you to where you can get in with a wheelchair, no problem.
