Wear "granny panties." Seriously. If the elastic is in your natural body creases (waist and under the buttocks), it will rarely be visible through your clothing. Underwear that cuts across the fuller parts of the body makes lines that show through your clothing, even if it isn't tight or clingy.

Leggs and some other brands have pantyhose where, the panty part is made of underwear material

I use a men’s undershirt like hanes sleeveless. The straps are wide enough to cover the bra straps and the cotton is comfortable in any weather.
If you wear it front to back it can pass as a shell. I use white but they come in colours. As for the skirt- a slip or shorts should do it.
If these don’t help, the material is too thin and/or clingy.
