First of all, don't jump to conclusions. So many diagnosis have a similar output but different causes, so even something that looks like a processing speed issue may not be, that's why it's so important to get a proper evaluation.
In general when it comes to processing speed, children get extra time for tests and maybe less homework if what's assigned takes them too long, but again, without an evaluation it's hard to say exactly what you are dealing with.
In the meantime, just let him do things in his own time, he's probably trying his best.

Are you seeing the exact same issue with English? We noticed with one of our kids that while there was a speed issue overall, Hebrew was really much slower. Turns out that nekudos requires a different kind of tracking than reading English and our kid did have a deficit with visual tracking (that wouldn't have been picked up by an eval testing only for English)

This might be a solution if his Yeshiva agrees. Will help him learn the Tefillos and speed.
There are also several fantastic kriah programs and specialists, speak to them, they are the ones that will know
