I think that's a pretty modern concept. How long have disposable waterproof gloves been easily available? Or even non disposable? They were first invented in 1894 (I just looked that up) for surgical use. It took a lot longer for them to become a ubiquitous part of every kitchen.

I imagine this concept probably developed post Holocaust.

It's not a halacha at all.
It's totally muttar to wash your hands for a tzorech.
But if one can avoid it and not have that tzorech it's a maila, a nice thing. It's good to remember the purpose of this day and try to keep to the parameters when there are ways to.
