We are looking to move to a small OOT community (from an OOT community) and these are the top 2 on our list right now. Looking for pros and cons for each area. We have school age kids, modest income, we flip flop between MO and Charedi (weird, I know but we are a ger and BT family), want a neighborhood that's safe to walk around in at night, 4 or more bedroom house @ $300,000 or less. Need a good pediatrician in the area and good mental health professionals for a teen girl. Thanks for info.

The Jewish community in Harrisburg is really really small. I know they had a minyan when we were there in the one shul in town, but I don't know what schooling options they have.
Scranton is still small compared to other places, but way bigger than Harrisburg. It has multiple shuls, a yeshiva, at least one school, cheap real estate, and tons of converts and BTs. There's also a hospital right next to the Jewish community, but I don't have any experience with medical services there.

I have lived in Harrisburg. There is a school, it's very small and it's a community school that goes up to 8th grade. There is no high school and likely never will be. Some people actually travel every day to Baltimore for high school. Kosher shopping is limited but there is enough and Baltimore is an hour away with everything you could want. There's one Orthodox synagogue, Kesher Israel. Housing is inexpensive but I'm not so sure about 300k given how prices have gone up. It was fine for a few years, everyone is very friendly, but the limited schooling options were an issue. The economy and jobs are better in Harrisburg than Scranton, however. Healthcare was good because of the med school in Hershey as well as the big community hospital in Harrisburg itself (now part of UPMC).
