If I give in lightweight cotton summer dresses for my 4 yo to be hemmed will it look nice? Am I better off having it cut and shortened instead of hemmed?

Depends on how much you are hemming and how straight vs angled the skirt is. The more flowy/angled the skirt, the harder it is the hem neatly with a lot of fabric. If it's only an inch, it should be fine. But 2-3+ inch hems are a little trickier to get to lay right. And the fabric might make a difference too (how thick or thin it is)
