If the eyeliner you have been using for quite some time doesn't leave blackish circles under your eyes after a few hours or if you know where to get permanent eyeliner in Israel, please let me know. I have tried so many eyeliners and I've tried only putting it only on the top, but it still leaves a mess under my eyes after a short time. I would also be happy getting semi-permanent (or whatever it's called) liner but I can't find anyone in Israel who does it. I finally found someone and she's on maternity leave (which is a long time here). Thank you : )
