Children who are not rebellious but have a rebellious streak

What is the best way to parent teens like this? They are good smart kids but it's super hard to trust them to use good judgment. They are strong in frumkeit but will decide for example a yarmulke or tznius isn't important right now just because. They know they need medicine or glasses or a bandage and then go against drs' instructions. I end up telling them things they already know which puts me in a bad position and they don't listen anyway. So frustrating.

I don't know that this is necessarily a rebellious streak, it could be a teenage thing where they think they're smarter then anyone else and prefer to figure it out on their own.
They know what the smart thing to do is, they just don't want to do as told, they'd prefer to wing it. I think it's standard teenage recklessness where they try to figure out the world by testing boundries.
I say to let it go, it'll probably pass on it's own.
