Pepper Steak with Ramen Noodles - Sheet Pan Dinner

Hi,
I am looking for a recipe for pepper steak with Ramen Noodles that was featured as a sheet pan dinner in one of the weekly Heimishe magazines. Does anyone have that recipe and can share it here?

Pepper Steak Lo Mein & Rice

3/4 c. rice
1-2 packages Gefen ramen noodles
1 green, 1 red, 1 yellow pepper, julienned
1 pint button mushrooms, chopped
1 onion, chopped
1 lb. shoulder steak, cut into strips
1 1/2 tsp. ginger powder
1/4 c. corn starch
1/3 c. sugar
2 tsp. garlic powder
3 T. vegetable oil
1/2 c. soy sauce
2 1/2-3 1/2 c. water

Preheat oven to 400 F.
Lay rice & ramen noodles on bottom of pan.
Mix remaining ingredients except water, and pour over rice & noodles, spread.
Pour 2 1/2 c. water into pan, mix and spread mixture.
Cover pan and bake for 30 minutes.
Mix, make sure to get rice and noodles into mixture.
Pour remaining 1/2-1 c. of water over steak depending on how rice & steak are cooking.
Cover and bake additional 30 minutes until done.
If you find the dish is still watery, mix and bake additional 15-20 minutes.
Mix again before serving.

Has anyone tried this recipe with pepper steak? How did it come out? Was 1 hour 15 minutes long enough to cook? I usually end up baking other ones (like BY recipe) for about 3 hours
