Like others are saying how are you shocked about this? What did you think happens when she needs to use the bathroom? A second teacher is necessary for safety and accountability (which is safety as well but not something many people think about).

In my area legal, Jewish playgroups only take vouchers.

Personally I sent to an illegal playgroup of 15 kids with two teachers and my kid was very happy and well cared for. I think one thing people are forgetting is that there are people in different economic situations and while there might be safer options it's simply not doable for some. If you do the math regarding salaries the number simply don't work. If you have one teacher for every three kids that means that if the teacher and mother are earning the same amount she'd have to give half of her salary for daycare without the daycare making any profit at all. That basically means that with two kids there's no point in working.

When I sent my kids to playgroup, I was always makpid to send only to a group with two Morahs who were not related to each other. As advised by a close friend who was experienced in early childhood development and saw alot of what went on in playgroups (Ziva Kriger A"H, for those who knew her.)

I have been a licensed Playgroup Morah for the past 26 years. 12 children, 2 Morahs, all day, every day. I could not charge one penny more than all the illegal groups with 20 kids because people did not care whether you were legal or not. I may have been first choice with a long waiting list, but if my price would have been more very few people would have been willing to pay. Recently, most of the illegal Playgroups were shut down and had to restructure to become legal. Prices went up all around but since I had already given my "old" price to the future incoming parents I actually ended up charging considerably LESS than all those former illegal places last year. I am just bitter about the whole thing because I have seen with my own eyes how price counts more than quality for many. And OP, I am sorry for your experience but what do you really expect?
