When my almost 5 year old snuggles up to me he likes to put his hand on my breast. It's innocent obviously and I'm sure it just feels like a comforting pillow to him but he also likes to touch. What do I do, tell him my breasts are private? Or is 5 still okay for him to get comfort from his mother's breasts?

Take his hand gently off and say don't put your hand there I don't like it, here touch me here (move it somewhere else).
My DD used to press this vein on the back of my hand - I hated it. I just asked her gently not to do it as I don't like how it feels.

Substitute it in your mind for 5yo DD and treat it the same way.

Personally, at age 5 I would leave it alone, such a young age....but maybe thats just me
Eta just realized the wording was "almost 5".
I would definitely leave it alone.
At age 5-6 I would simply move the hand to my neck or somewhere and say "here, lets snuggle like this"

At a young age is when it's important for children to learn boundaries and the understanding that people have private areas that shouldn't be touched.

Not uncommon surely innocent
Would gently remove hand put it elsewhere say this is better and say please don’t touch mommy there /chest area it’s not comfortable for me
