DH is going to be away in a place with no kosher food. He said he'd eat raw sushi with his own knife, etc. but does seaweed need a hechsher?

Seaweed needs to be checked very carefully, because sometimes there can be tiny little sea horses in them. I've never found one, but a friend of mine has. You need a very bright window or a light box.
Another problem, is that the sushi restaurant might cut a non kosher fish, and then use the same knife for a kosher fish. Then there's the issue of a non Jew cooking the rice.
I suggest he get some of the premade MealMart dinners, and eat something before he needs to go out to the business dinner. He can drink tea or sake, and just not eat.

It's very infested with Insects and worms, and very tiny ones that are hardly seeable and needs a Mumche to cheak it.

If you can't see it with the naked eye (assuming you have decent vision), then it doesn't count. You are not obligated to check food with a microscope, or even with a magnifying glass.
If you want to avoid seaweed because "you can never be sure", that's fine. Just be clear on the halacha.

You might right, as the Torah does't expect you to use a Micoroscope, but this is a think that desires proffesion, and If you don't know how or what to look for, then you will never find it.

It needs to be checked like produce, for but for little sea creatures.... but how is he getting sushi rice?

No rice. Hand rolls with avacado, raddish, cucumber and raw salmon.

Can he bring a package of hechshered seaweed with him?
And maybe a small rice cooker? He could then prepared these things in his hotel?
There are also packaged kosher meals that do not require refrigeration, packets of tuna, etc.

Aside from everything mentioned above, I believe that sushi seaweed is dried and often roasted, which is also a kashrus issue.
