My dd goes bazerk when she's hungry or tired. Food and sleep help a lot!!! 
But a 2 or 3 year old in a tantrum can't understand logic. They can hear sympathy and love, and can be distracted (sometimes), but not "you can't have this because...".
Many times they just want to be heard.
