Best way to stop biting is to literally stop biting. I know, it's hard when biting 'infects' a daycare. But toddlers do not have impulse control. Address any underlying causes such as sensory seeking, and meanwhile, separate the biter from other children except when you can be right there to block.

Little children's brains learn more from what they do than from what you tell them. The more they bite, the more they are likely to bite, despite your repeated verbal explanations. Because they're not doing it out of ignorance. Interrupting the action is more helpful, both in a very literal way and in the sense of their body experiencing that interruption instead.

That's even easier because you block for yourself instead of for someone else. You may need to gently hold the child in a position where they cannot bite you for a bit, or walk away from them.
