It's on voluntary base for most schools I know.

What do you mean by "on" the PTA - on the board? In my experience, the PTA (or PTO, or whatever they want to call it) is a separate organization from the school, although they cooperate very closely. Membership dues, if any, may be collected by the school on behalf of the PTA. Membership is voluntary but usually includes most of the parent body, and the PTA chooses its own officers.
