Little kids want to do things that big kids and grownups do all the time. OP described her son wanting to emulate older kids. It's not like she is contracting him out to a sweatshop to pay for his share of room and board. She's looking for a safe, age-appropriate outlet that will let him be like the big kids he admires.

Totally!
my almost four year old is a a tiny baby, she still sits in the stroller (but that's cuz she's my youngest right now!!) she knows about lollypops and parsha, she doesn't know she can earn money....
she hardly goes to neighbors yet to play, I can't imagine her hiring herself out, lol....
I'm lucky if she puts her playstix back in the box (I have a chart with her)

Update: he ended up harvesting and selling bundles of chamtzutzim flowers. He made 3.40, and has blissfully hidden his stash above his closet. He has since moved on to a desire to grow lettuce. I think we're safe for the next while.
