They aren't necessarily mutually exclusive. Lowering taxes puts more money into the economy and forces the government to be more efficient and to choose wisely where to spend its funds.
A great example is right here in good old Cleveland. We have a bunch of different municipalities with exorbitant local taxes. What do we get? Every little suburb has its own police department, own municipal government, including a city court judge, and all the administrative staff that goes with it, waste disposal services, libraries, community centers, fire departments etc. Please. We are paying for mini-kingdoms which add NOTHING to the citizens which they couldn't get by having a more efficient centralized city government. Furthermore, although the community center is nice, maybe all of us would rather pay less tax and buy a gym membership on our own...rather than paying for something that many frum people can only very rarely use.
Protectionist tax policies such as those proposed to Obama to penalize companies which offshore jobs ultimately come back to bite us on the tushie, and ultimately harm ALL Americans economically. We shouldn't protect economically inefficient systems. More about this later after I finish dinner for the kids!
